Also known as Zion · Mount Sion · Heavenly Mount Zion · Spiritual Mount Zion · Holy Hill of Zion · Theocratic Mount Zion · Governmental Mount Zion · The Mountain of Zion
In 1880, Mount Zion was identified as the heavenly and spiritual Mount of God, where the glorified saints meet Christ. In 1902 and 1909, the identification was expressed more explicitly in terms of God's heavenly Kingdom, and in 1913 earthly Zion was described as a type of that Kingdom. Under Rutherford, a 1923 explanation continued to associate Zion with the faithful little flock and God's spiritual habitation. A more explicit organizational distinction appeared in 1925: Zion could denote the wider divine organization, but specifically its ruling part, consisting of Christ and his anointed associates. Publications from 1926 through 1940 developed this governmental identification and its representation by the faithful remnant on earth. Under Knorr, from 1942 onward, Mount Zion remained Jehovah's heavenly theocratic capital and the seat of his Messianic Government. In 1963, Hebrews 12:22 was used contextually to associate Mount Zion and heavenly Jerusalem with Jehovah's universal heavenly organization, without abandoning the governmental interpretation. From 1965 through 1975, the heavenly Zion continued to be presented as the place of Christ's royal authority and the destination of the 144,000. Under Franz, publications from 1977 through 1985 repeated the heavenly governmental identification. In 1988, a contextual clarification of Revelation 14:1 explained that all 144,000 could be depicted as standing with Christ on heavenly Mount Zion in a spiritual sense even though some were still on earth. A 1990 explanation again linked heavenly Jerusalem with the Messianic Kingdom. During the Governing Body period, publications in 1993, 1995, and 1999 reaffirmed that heavenly Mount Zion represents the exalted royal position of Jesus Christ and his 144,000 joint heirs. No fundamental reversal or abandonment of Mount Zion's heavenly governmental identification was established through 2000.

Mount Zion is the heavenly and spiritual Mount of God in the Gospel age and afterward, the place where the glorified saints meet Christ. It is not a literal earthly mountain.
1 quote
From this we learn that Zion is the Mount of God in the Gospel age and onward; and we learn, too, that it is a heavenly and not an earthly mountain.
The Watchtower, November 1, 1880 -
The heavenly Mount Zion is explained more explicitly as the antitypical mountain or Kingdom of God, with Christ and the glorified Church exercising Kingdom authority. Earthly Zion and Jerusalem serve as prophetic types of this higher government.

There will then be but one Kingdom (mountain or hill) in all the world--the Kingdom of God; and his Anointed will be King in all the earth in that day.
The Watchtower, December 1, 1902 We have come so near to the antitypical Mount, the Kingdom of God, so near to the antitypical New Jerusalem that we already by faith behold that New Jerusalem, that glorified Church, the Bride, the Lamb's Wife, from which the blessings are to flow to Israel and the world, as figuratively coming down from heaven to earth.
The Watchtower, November 15, 1909 Thus he carries our minds to the thought that as the literal Jerusalem was the capital of the typical Kingdom of God, so there will be a New Jerusalem--a higher Government --which is to be God's Kingdom to rule over the whole earth. Thus these various pictures are used to show us the antitype of the kingdom of earthly Zion, of Jerusalem.

Zion continues to be associated with the faithful little flock, Christ's spiritual household and God's future heavenly habitation. Its members on earth represent that divine organization.
1 quote
Zion when complete beyond the vail is God’s habitation, through which he will deal with the world. The members of Zion this side the vail therefore represent his organization visible. “The Lord hath chosen Zion; he hath desired it for his habitation.” (Psalm 132:13) “In Salem also is his tabernacle, and his dwelling place in Zion.”
The Watchtower, April 1, 1923 -
Zion is identified with Jehovah's divine organization, especially its official ruling part consisting of Christ Jesus and his anointed associates. This governing part is distinguished from the wider heavenly organization. Mount Zion pictures God's Kingdom, his capital organization, and the source of deliverance and blessing. The faithful remnant on earth represents Zion during its prophetic building up.

The two parts together would therefore be properly known as Jerusalem or Zion, and the governing factor being the most important would be specifically referred to as Zion.
The Watchtower, December 15, 1925 They recognize that Jehovah’s organization is Zion, of which Christ is the Head, and that all the members of that organization who are on the earth, if they would continue therein, must be in complete harmony with and devoted to the Head, Christ Jesus, and to the heavenly Father.
The Watchtower, December 1, 1926 Similarly God's organization, Zion, the place of his power and the organization he would use upon earth to accomplish his last purpose, was unknown to his people until the time came for his kingdom to be set up in power.
The Watchtower, June 15, 1927 Mount Zion is symbolic of the kingdom or government of God which he has given to Christ Jesus and those who are members of his body.
The Watchtower, April 1, 1929 The Prophet Obadiah foretold the time coming when Satan’s organization, particularly the governments of sodom and all that Edom foreshadowed, should be destroyed; and how God’s organization, pictured by Mount Zion, would be God’s appointed way for salvation, deliverance, government and blessing of the people.—Obad. 1, 21.
The Watchtower, October 1, 1931 Therefore the “heads” of Jehovah’s covenant people are Jehovah himself and the Lord Jesus Christ. At what time, then, were these “heads of the people” gathered together? Manifestly at the time that Jehovah builds up Zion, his capital organization. “When the Lord shall build up Zion, he shall appear in his glory.” (Ps. 102:16) Jehovah’s organization Zion is symbolized by his woman who remains barren until God’s due time to assemble his organization.—Isa. 54:1-7.
Jehovah, 1934 This prophetic statement appears in the prophecy of Daniel 2:34-45: a stone is “cut out of the mountain” (Jehovah’s universal organization), which stone thus cut out by Jehovah becomes “a great mountain” or mass of rock and fills the whole earth; that stone or mountain is the kingdom of God under Christ. God’s organization is called Zion, and in which organization Christ Jesus is the chief stone.
Riches, 1936 The Lord now comes to build up Zion, as represented by his faithful remnant of witnesses on earth, and which building up is pictured by the transfer of the ark of the covenant to Mount Zion: “When the Lord shall build up Zion, he shall appear in his glory.” (Ps. 102:16)

Mount Zion represents Jehovah's official heavenly theocratic residence, his capital organization, and the seat of Messianic Government. Ancient Zion under David typified this royal organization. The capital or official ruling portion is distinguished from the wider heavenly Jerusalem.

The events on earth fulfilling the apostle’s words that immediately follow the above quotation prove it beyond all denial. In A. D. 1914 The Theocratic Government of the new world was born, and since then Jehovah has held the nations of earth in derision and says to them: “Yet have I set my king upon my holy hill of Zion.” (Ps. 2:1-6) Therefore mount Zion represents the official Theocratic residence of Jehovah, the only true and living God.
The Watchtower, September 15, 1942 Inasmuch as David typified the Messiah, Jehovah’s Anointed King to come, Zion became a type of Jehovah’s capital organization under His Messianic King.
The Truth Shall Make You Free, 1943 We can now appreciate the prophecy of the coming of “God the Judge of all” to the true Zion, his capital organization of perfect beauty.
The Watchtower, July 1, 1946 A city speaks of a community well organized for business, residence and worship, and having a clearly defined area with local laws and regulations, and with certain ones in authority attending to the general welfare of the citizens, such as health protection, food and water supply. Such a city was Zion with its palace and temple. It was the capital city of the nation. Zion symbolically stands for God’s organization and in particular the official part, where the throne was established.
The Watchtower, October 1, 1951 -
In the context of Hebrews 12:22 and the symbolic woman of prophecy, Mount Zion and heavenly Jerusalem are collectively associated with Jehovah's universal heavenly organization. This describes the broader heavenly organizational setting rather than replacing the established identification of Mount Zion as the seat of Kingdom authority.
1 quote
Thus we can appreciate that the “Jerusalem above,” the “Mount Zion and a city of the living God, heavenly Jerusalem,” is in reality the theocratic, universal organization of Jehovah, which organization was also symbolized by the “woman” of the Edenic prophecy.—Heb. 12:22.
The Watchtower, March 15, 1963 -
The heavenly Mount Zion continues to be the spiritual counterpart of ancient royal Zion, the location of Jehovah's Messianic Government and the enthronement of Jesus Christ. The anointed Christian congregation approaches this heavenly Zion, and the 144,000 are associated with Christ there as his fellow rulers.

Ancient Jerusalem on Mount Zion, when it was a city faithful to Jehovah God and his worship, was a prophetic picture of the spiritual Jerusalem on the heavenly Mount Zion.
The Watchtower, April 15, 1965 Now, by being baptized with holy spirit and becoming spiritual sons of God they had really come to a spiritual Zion, a heavenly Jerusalem.
The Watchtower, February 1, 1966 Because Jehovah's only-begotten Son Jesus Christ as a man was the Son of David, the heavenly height on which Jehovah has enthroned this glorified Son may be likened to Mount Zion.
The Watchtower, November 1, 1967 At the end of the Gentile Times around October 4/5 in 1914, Jesus Christ was in what Hebrews 12:22 calls the “city of the living God, heavenly Jerusalem,” on the heavenly Mount Zion.
Saving the Human Race—In the Kingdom Way, 1970 Yes, that is what they had approached, the real seat of power and government, not earthly, but heavenly Jerusalem, with God, myriads of angels, the congregation of the firstborn and Jesus the mediator of the new covenant.
The Watchtower, April 1, 1973 It is upon the heavenly Mount Zion that the Savior, the Lamb of God, assembles to him the 144,000 spiritual Israelites, to reign with him for a thousand years.

Mount Zion remains the spiritual and governmental location of the heavenly Kingdom, where Jesus Christ rules and where the 144,000 have their royal inheritance. The faithful anointed remnant on earth is portrayed as seeking this heavenly Zion, which replaces earthly Jerusalem as the seat of divine kingship.
3 quotes
Ah, then, just one hundred and forty-four thousand were "bought from the earth," "bought from among mankind as firstfruits to God and to the Lamb," for a place on the governmental Mount Zion in the heavens.
Our Incoming World Government—God's Kingdom, 1977 So with tears of "weeping" for joy the liberated remnant turned away from Babylon the Great and sought the spiritual Mount Zion, where their heavenly King had been standing reigning since the end of the Gentile Times in 1914.
The Watchtower, May 15, 1980 In line with this fact, Jesus' prophecy recorded at Luke 21:24 began with an application to earthly Jerusalem but must end with reference to "heavenly Jerusalem." Yes, for "heavenly Jerusalem" has replaced earthly Jerusalem as "the city of the great King" Jehovah God. There, in that celestial "city," was the place for "the great King" Jehovah to install his glorified Son Jesus Christ at the end of the Gentile Times in 1914.
The Watchtower, February 1, 1985 -
The Revelation 14:1 vision is explained as showing all 144,000 with Christ on heavenly Mount Zion in a spiritual sense, although some of their number remain alive on earth. Their symbolic presence on Mount Zion does not require that all have already received their heavenly resurrection.
1 quote
In view of these scriptures, we can see that all the 144,000—spiritually speaking—are located on Mount Zion with Jesus Christ.
Revelation—Its Grand Climax At Hand!, 1988 -
In the explanation of Zechariah's prophecy, the heavenly Jerusalem of Hebrews 12:22 is identified with God's Messianic Kingdom, represented on earth by the anointed Christians who expect to rule with Christ. This repeats the governmental identification without replacing it.
1 quote
This heavenly Jerusalem is none other than God's Messianic Kingdom, represented on earth today by a small band of anointed Christians who cherish the hope of being fellow rulers with Jesus Christ in that Kingdom.
The Watchtower, July 1, 1990

Heavenly Mount Zion continues to represent the royal position of Jesus Christ and his 144,000 anointed joint heirs in the Messianic Kingdom. Ancient Mount Zion, the location of Israel's royal city, serves as the prophetic picture of this exalted heavenly rulership.
3 quotes
The 144,000 spiritual Israelites, who will share rulership with him, are depicted as standing on heavenly Mount Zion with the Lamb, Jesus Christ.
The Watchtower, March 15, 1993 Their royal status is discerned in that they stand with Jehovah’s enthroned King, “the Lamb,” Jesus. And they are on heavenly Mount Zion. Earthly Mount Zion was the location of Jerusalem, Israel’s royal city. Heavenly Mount Zion represents the exalted position of Jesus and his joint heirs, who make up heavenly Jerusalem.— 2 Chronicles 5:2; Psalm 2:6 .
The Watchtower, July 1, 1995 This precise number is confirmed in a later chapter as being the total of those "bought from among mankind" to rule with the Lamb on the heavenly Mount Zion.
The Watchtower, December 1, 1999 -
The heavenly setting was reaffirmed: Mount Zion is where the 144,000 stand with Jesus in the vision, forming a heavenly government that rules over the earth. This retained the distinction from literal earthly Zion.
1 quote
Along with him, they rule over the earth. (Rev. 5:9, 10; 14:3, 4) In the vision, John sees them standing with Jesus on heavenly Mount Zion.—Rev. 14:1.
