The interpretation of the deadly wound of Revelation 13:3 changed several times between 1877 and 1988. In 1877, during Russell's period, the wounded head represented Papal Rome, and its wound was associated with the loss of papal political power in 1798, followed by a restoration of the papacy in a different form. In 1882, the explanation shifted toward the Protestant Reformation, identifying the wound with the attack on Papacy by reformers using God's Word. This interpretation was repeated in 1887, 1891, and 1902, with the healing associated with the reformers' failure to continue their reforms and their adoption of church-state arrangements. Under Rutherford, the Papacy interpretation continued in 1918 and was repeated in 1922. In 1930, the interpretation changed substantially: the wounded head was now Germany, representing the sixth head of Satan's political wild beast. The wound was identified with Germany's defeat in World War I, and its healing with Germany's postwar political, economic, and military recovery. This interpretation was repeated in 1931, 1939, 1940, and 1941. Under Knorr, the World War I interpretation continued in 1942 and 1962. In 1969, the explanation explicitly identified the seventh head, the Anglo-American World Power, as inflicting the death stroke upon the sixth head, the Roman World Power represented in modern times by Germany. In 1988, under Franz, the interpretation changed again: the wounded head was identified as the seventh head itself, the Anglo-American World Power. World War I remained the death stroke, but its significance was now the devastation suffered by Britain and the worldwide political system, followed by the system's recovery and the emergence of the United States as a dominant power. No separate verified statement explaining the deadly wound was found in the Governing Body period from 1992 through 2000.

Key moments
- 1877 Introduced The wounded head represented Papal Rome. Its deadly wound referred to the loss of papal dominion in 1798, while its healing represented the subsequent restoration of the papacy in a modified political form.
- 1882–1902 Refined The wound continued to represent damage inflicted upon Papacy, but its meaning was explained in terms of the Protestant Reformation. The reformers attacked Papacy with the sword of the Spirit, God's Word. The wound was partially healed when Protestant reformers ceased their opposition to church-state arrangements and established religious systems resembling Papacy.
- 1930–1941 Reversal The wounded head was reidentified as Germany, the modern representative of the sixth head of Satan's political wild beast. The deadly wound represented Germany's defeat and apparent destruction as a major power during World War I. The healing represented the defeated country's recovery through international financial assistance, political reconstruction, and renewed military strength, later particularly evident in Nazi Germany.
- 1988 Reversal The wounded head was reidentified as the seventh head, the Anglo-American World Power, rather than the sixth head represented by Germany. World War I remained the death stroke, but the wound now referred to the devastation suffered by Britain and the global political system. The healing represented the recovery and increasing power of Satan's political organization after the war, with the United States emerging as a dominant world power.

The wounded head represented Papal Rome. Its deadly wound referred to the loss of papal dominion in 1798, while its healing represented the subsequent restoration of the papacy in a modified political form.
1 quote
The first beast of Rev. 13; was the Roman empire in the peculiar character it held as papal Rome; and while the papal government represented one of the "seven heads." In 1798, that head was wounded unto death (verse 3). But shortly after "its deadly wound was healed," and papacy was restored, but in a new character. These are facts of the present century, which of course cannot be denied.
The Three Worlds, 1877 -
The wound continued to represent damage inflicted upon Papacy, but its meaning was explained in terms of the Protestant Reformation. The reformers attacked Papacy with the sword of the Spirit, God's Word. The wound was partially healed when Protestant reformers ceased their opposition to church-state arrangements and established religious systems resembling Papacy.

This part of their smiting with the "Sword of the Spirit," soon ceased, as they began to regard the favor and smile of earthly governments upon themselves.
The Watchtower, January 14, 1882 Rome has no new love for the Bible, which she has learned to fear, as the "Sword of the Spirit," from whose wound in the hands of the early Protestants, she has not yet fully recovered.
The Watchtower, December 1, 1887 Thus did Satan decoy the reformers into the very "harlotry" (union of church and state) which they had denounced in the Church of Rome. And thus the deadly wound which Papacy had received was for a time healed. 'Rev. 13:3' But the "cleansing," thus begun and thus interrupted, must start afresh and go on; for by the end of the 2300 years the Sanctuary must be cleansed.
Thy Kingdom Come, 1891 True the wound has to some extent been healed; but yet a little while and the bright-shining of the presence (parousia) of the Lord shall utterly destroy him, and all other kindred systems of error which now counterfeit, with varying degrees of accuracy, the true Christ--Head and "body."

The previous Papacy interpretation continued. The wound remained connected with the Protestant Reformation, and its healing was associated with the reformers' adoption of church-state arrangements. The explanation also retained the connection between the decline of papal dominion, the French Revolution, and Napoleon's campaigns.

In fact, the political circumstances of the time, combined with the fact that even the leaders of the reform were only beginning to get awake to some of the moral and a few of the doctrinal errors of Papacy, lead us to wonder at the rapid strides taken toward the right, rather than to harshly condemn them for not making the cleansing more thorough. But when the Protestant churches united with the state, progress and reform came to a standstill.
The Finished Mystery, 1918 The era closing with A. D. 1799, marked by Napoleon’s Egyptian campaign, sealed and defined the limit of Papal dominion over the nations.
The Watchtower, November 15, 1922 -
The wounded head was reidentified as Germany, the modern representative of the sixth head of Satan's political wild beast. The deadly wound represented Germany's defeat and apparent destruction as a major power during World War I. The healing represented the defeated country's recovery through international financial assistance, political reconstruction, and renewed military strength, later particularly evident in Nazi Germany.

That World War resulted in a terrible punishment to Germany and her allies, and it looked for some time as though Germany was completely done for.
Light, Book One, 1930 They even joined together to heal the deadly wound of one of the heads of the beast that came up out of the sea.
The Watchtower, February 15, 1931 What an astounding recovery of that wounded head has taken place since that time! First went the Saar, then the Rhineland, then Austria, then the Sudetenland, then all of Czechoslovakia, then Memel, and as this is written the fate of Danzig is in the balance. Again, as in 1914, German militarists are boasting of their purpose to subjugate the entire world.
Consolation, June 14, 1939 That world war resulted in a terrible punishment to Germany and her allies, and it appeared for some time that Germany was completely done for.
Consolation, May 15, 1940 Germany had been defeated in that war, and therefore one of the heads of “the beast” described in Revelation received a deadly wound.

The wound continued to represent the defeat of the sixth head during World War I. The sixth head was identified with the Roman World Power and its modern Germanic successors. The Anglo-American seventh head was described as the power that inflicted the death stroke on the sixth. The healing referred to Germany's recovery and the survival of Satan's worldwide political organization.

That stroke by Jehovah's Executioner will not be like the World War bump that was given the “beast” on the head that was afterwards “healed” (Rev. 13:3, 12); but it will be a deadly blow from which there will be no recovery.
The Watchtower, January 15, 1942 This head was the sixth, represented in modern times by Germany as the successor to Rome, the sixth world power, which was gradually transformed from pagan Rome to the Holy Roman Empire of the Germanic Nation.
The Watchtower, December 1, 1962 So, then, the "death-stroke" pictures World War I of 1914-1918 C.E., and it was inflicted by the seventh 'head' (the Anglo-American World Power) upon the sixth 'head,' the Roman World Power (both the Eastern Empire and the Western Empire).

The deathstroke was described as affecting Satan’s worldwide political system during World War I, with Anglo-American promotion of the League offered as the response. This passage did not explicitly identify which head was wounded; it must not be treated as an earlier seventh-head reassignment.

Satan's worldwide political system suffered a "deathstroke" during the first world war.
The Watchtower, February 1, 1986, pp. 4–7, The Beasts of the Apocalypse—What Do They Mean? -
The wounded head was reidentified as the seventh head, the Anglo-American World Power, rather than the sixth head represented by Germany. World War I remained the death stroke, but the wound now referred to the devastation suffered by Britain and the global political system. The healing represented the recovery and increasing power of Satan's political organization after the war, with the United States emerging as a dominant world power.

Why is that? Well, the beast's heads are not all in the ascendancy together. Each in its turn has lorded it over mankind, particularly over God's people. (Revelation 17:10) Thus, as the Lord's day begins, there is only one head, the seventh, acting as the dominant world power. A death stroke on that head brings great distress to the entire wild beast.
